Why am I running
for City Council?
I’m seeking to be your representative on the City Council because I care about the future of this town and its direction. I have witnessed residents expressing their concerns and yet feel unheard. I want to ensure that your voice is heard. I assure you that I will listen to your concerns and your perspectives, and I will address issues with fairness. I believe together we can make this community even stronger.

About Me
I love the small-town charm of Half Moon Bay. I honor the rich heritage of our City, and our historic farmlands. I enjoy sitting along our beautiful coastal bluff tops to watch the energetic waves flare across the broad flat beach. Our unique vistas of the Santa Cruz Mountains frame the area that we know as the “Coastside.” But most of all, I appreciate the diversity of our cultures and the mutual respect we have for one another.I worked for our City serving in various positions as the Public Works Director, City Engineer, Deputy and Interim City Manager. Because of these experiences, I understand the inner workings of our City’s government and I am fortunate to have met and worked directly with many residents over the years. I’ve been active in this community, and I served as a member of the board for the Boys and Girls Soccer Club, and coached my son’s middle school golf team.

FINANCIAL RESPONSIBILITY
The City is in a structural deficit and the financial forecast predicts that the reserve fund will be empty by 2027.

Sometimes it is necessary to dip into the reserves to balance a hole in the budget because the City might be experiencing a temporary crisis. However, constant use of reserves to balance the budget poses an inherent threat to the City’s financial stability. According to City staff reports, the structural deficit arose because the City has experienced a 51% increase in public safety expenditures over the past two years. Despite this knowledge, the finance subcommittee decided to use the reserve fund to support costs for discretionary planning and design projects which will not be implemented.
I will work with the City Council and Staff to develop a long-term financial plan that will take in consideration the growing costs for public safety services, annual maintenance of publicly owned infrastructure and capital costs for anticipated public infrastructure repairs. I will also strive to ensure that the expenditure does not exceed revenues.
TRAFFIC SAFETY
Residents are very concerned about the dangerous conditions at several intersections along Highway 1.


Multimodal transportation provides citizens with various methods to access shopping centers, transit stops, entertainment, restaurants, schools, recreation, and businesses. Numerous business owners, school representatives, and members of the public have persistently expressed their concerns about the dangerous conditions at several intersections along Highway 1, especially at Kelly Avenue and Poplar Street. I’ve also been concerned about the safety at these intersections. I appealed to the City to compel the California Department of Transportation, District 4 (Caltrans) to incorporate safety measures in their Multi-Asset Roadway Rehabilitation Project for Highway 1 -- but I was not heard!
I will work diligently to pursue safety measures for our local roads and Highway 1.
STORMWATER MANAGEMENT
Rain from recent storms has consumed the City’s stormwater conveyance system, flooding neighborhoods and eroding the coastal bluffs.


There are several watersheds draining to and through the City of Half Moon Bay. In recent years, the City experienced “cyclone bombs” and “atmospheric rivers of rain”. Rain from these storms consumed the City’s stormwater conveyance system, flooding neighborhoods and eroding the coastal bluffs. To address flooding and erosion, the City’s storm water master plan must consider how to control local flooding through groundwater recharge opportunities instead of conveying stormwater through piping or ditches that outfall to the ocean. It is necessary to designate available areas to store stormwater and manage discharge flows to prevent erosion of ditches and coastal bluffs.
I will work with the City Council and staff to develop strategies to address stormwater flows.
LOCAL CONTROL
Beginning in 2016, Sacramento Legislators passed hundreds of laws to take away the City’s ability to manage our own land-use and zoning.
I believe as a local government, we know what best serves our community, especially when it involves our housing needs. Together, we can stop Sacramento from interfering with our land-use planning. I believe housing should be planned in geographically safe locations that have safe pedestrian, and multimodal transportation access to shopping centers', schools, and transit.
